City Manager - Sidney Runnels

Sidney Runnels has a strong background in municipal government. Before coming to Gautier in August of 2008, he was the City Manager for Grenada, Mississippi. He has also worked in West Memphis, Arkansas and was the mayor of Canton, Mississippi. His vision for Gautier is as a successful residential community, with a developed commercial area along Highway 90.

In the Council – Manager form of government, the City Manager’s duties include the following:

  • Prepares and recommends an annual budget to the council.
  • Administers and secures the enforcement of all laws and ordinances of the City.
  • Appoints and removes all department heads and employees (the exception being a few officers named under “Powers and Responsibilities of Council”).
  • Supervises and controls all department heads and other employees and their subordinates
  • Negotiates contracts and makes purchases subject to the approval of the council.
  • Enforces franchises and other contracts.
  • Makes reports and recommendations he deems “expedient and necessary”, as well as those requested by the council. In addition,the City Manager must submit an annual report of his work and the financial condition of the municipality.
  • Preforms other duties required by ordinance or resolution of the council.
